Strange red aura coating enemies?

I don't know if this is a glitch or bug, but all enemies and NPC's are covered in this weird glow.

Sounds like you have something that is activating the "highlight targets" visual effect

In a PA with a targetting HUD by any chance?

I'm going to say neither. I've noticed recently that some items have a similar aura.

Power armor. Some things like certain mentats can also highlight enemies, as can certain bot mods.

Also if you give your companion a helmet or power armor with those upgrades you will see it as if you had the gear on yourself.

here's a thing you could try, open console and type:
player.dispelallspells
It could be one of the 'spells' has gone permanent (yep, due to how this engine is scripted we're using magic)
