lawl. People asserting that "I have the mats!!" then move to a settlement with the proper mats, still they don't realize the problem was on their ♥♥♥♥♥♥♥ end and wasn't a bug. How stupid can people be?!
I don't think it's a bug. Only bug is it not showing which resource you don't have enough of. It did the same for me and so I acquired more aluminum...boom problem solved.
It is in fact a bug and I assume this is why most people are having problems with building a robot.
However, there seems to be another bug that I have not yet been able to test. Putting the subject of shipments aside, if you go to upgrade your weapon at a weapons workbench, the number of materials you have will sometimes be different than the number of materials it shows in the robotics workshop. Sometimes only by 1 or 2, but still a different number. No idea what causes this but it doesn't seem to be an issue if you have lots of extra materials (not from partial shipments) in your workshop stash.
They can be _so_ large that you might have to scroll down to see all of them (make sure to place the mouse cursor over the list itself). My guess is that some of the materials on the bottom of the list are lacking.
But scraping the workstation and rebuilding fixed it.
