Why Isn't West Everett Estates a Settlement?
It's virtually identical to Sanctuary. Why didn't the developers put a Workshop there?

There's a lot of places that could be workshops, some Red Rocket stops, Atom Cats hideout and so on..

Maybe that is in the plans at some point and was not finished in time of release?

Just being similar to Sanctuary does not mean it has to be a settlement... Like kazereal said, there are plenty of locations which would have made for great settlements, but weren't...

Besides, babysitting 30 settlments aint enough already? With more coming in Far Harbour...

Well technically you can drop a workshop anywhere using console commands. Only problem is it will not ever appear in lists to transfer settlers or set supply lines, or use a recruitment beacon.

Maybe if we are really lucky the GECK may have the tools to do it.

Making settlements eveyrwhere would have been cool, but only useful if the mobs could take them over.

Because they put workshops in places like Coastal Cottage, and Murkwater Construction Site, and Jamaica Plain, instead of logical, defensible, or sheltered places.

Agree on the other two, but Jamaica Plains rocks as a settlement, if you do it right. Get creative and build upwards, the build limit is pretty high in Jamaica Plains. Plus, that south-central location is great as a base for exploring the southern part of the map. And, you know, you've got the neverending Real Treasure of Jamaica Plains right there: limitless crystal and fiber optics from the trap hall.

Which does then encourage you to use your imagination and actually build said defences youself... Personally don't see that as a bad thing...

Jamiaca Plains is actually a great settlement if you use a little creativity, but I agree that Murkwater could be better and Coastal Cottage needs to be removed from the game entirely.

I personally didn't mind Coastal Cottage... Requires a little creativity (and the rug glitch helps too) to rebuild it, but it can indeed be a great little, easily defensible, settlement...

OP, too many Supes live there. The toilets are all blocked up. No good.
