Looking to make a W40k space marine build, any tips?
I downloaded a few 40k themed mods and I'm looking to make either a librarian or just a normal ultramarine build but I don't really know where to put SPECIAL starting stats

It doesn't really matter, since there are so many ways to boost your stats, or you could just mod them in, but Strength and Endurance ought to be top of your list. After that Agility and Perception.

Space Marines are fanatical superhumans: being the darlings of the Emperor they get all kinds of advantages that normal humans do not. However, they pay for that with unwavering loyalty to the Big Giant Head and with their lives. So, I figure you'd just mod all or most of the stats to their max, especially a Librarian. I don't know what that would do to the game, though, since there's supposed to be a sort of character progression.

I suppose I can get all my SPECIAL stats too the max at the start and get the perks as I level up?

also which faction do you think an ultramarine would join as right now I'm thinking the BOS but after watching Pariah Nexus I might just go Salamander and join the Minutemen and BOS (assuming its possible to join both of those)

HERESY! There is only the Emperor, and he is our Shield and Protector!

1) Ultramarines join the faction with the most blue (art joke).
2) They are already in their own faction.
3) Although the BoS seem to have lifted some of their ideals from the Warhammer playbook, so maybe there's that.

A Space Marine does the will of The Emperor. I don't know much about the guy, so I looked him up. He's extremely long-lived and like in The Princess Bride "mostly dead". He is the most powerful human psyker to have ever lived being created out of blah blah blah, etc. Basically, he's a re-skin of Leto II Atreides from Dune.

So, definitely pro-human to the extreme. Not necessarily pro-technology, though, as he recognises that some tech leads to chaos. Chaos is bad. I'm not convinced that the Emperor's Will would be aligned with the BoS.

As a Space Marine, you wouldn't really have need of the Fallout factions as you are already a demigod to the humans. You'd have to roleplay as to what you think would serve The Emperor the best.
