There's a setting in the menu to backup/restore everything - settlers, container contents, etc. nearly everything not just the settlement stuff.

There are at least a dozen others, guess where you'll find them?
Expect some issues going this route if your running a large number of mods.
ig you have to place it on your own hand through CK if you want it prebuilt for the next save to load without Workshop Framework? Still, I forgot Workshop Framework has the ability to import and export everything in the settlement. Thanks for the reminder

The settlement build I'm planning, use SS2 stuff, but the build alone isn't enough. Needed racks, containers, npcs working on the area already and everything in it, saved too if possible.
well the plan is I'm building it but ig I didn't emphasize it well that I am going to build from scratch so thanks for the reminder :)
