Place Everywhere is what you will want to learn to use if you want to NOT just scrap it all, as it has alternate rotations and snap features that are really super good.
I don't usually bother, though, since until you get the magazine for them, you're stuck rearranging the existing pieces at Sanctuary instead of all nice neat ones. And by the time I get the magazine, I can build more substantial fences.

Then go to the Weston water plant, kill a platoon of Supermuttantts (watch out for the suicider), and then go down the elevator. Don't die from the turrents, and get the Better Stones and Garbage magazine that puts white picket fences in build list. Working with that broken white fence stuff is a "why bother?"
Besides, Marcy Long is still gonna beach. Why bother at all?
You are better off using a mod that removes everything from the start
It's one of those things that sometimes makes scrap walls tempting to use specifically because they don't snap.

those 2 things fix like 90% settlement issues.
tbf though picket fences do help keep npcs out since they're hard to navigate lol
they got the snap mods that have fences that work better and look better than the default picket fences

bethesda games are like 30% bethesda 70% modding
which is why 76 is such a dumpster fire no matter how bethesda tries to "fix" it. 100% of 30% is still 30%. RN they're at like 70% since starfield came out recently.

You can also use place everywhere mod and after you have snapped the level sections together you can move them up and down slightly to adjust for terrain slope. It won't look good if there is a steep slope. Irl you would need to adjust each plank individually to get a smooth curve. If there is a steep slope you probably wouldn't use a picket fence, it' looks weird.
Best solution for you is to find a mod that adds more terrain objects and you can place them on the lot to make it more flat. Then build your picket fence on top of this level lot.
Remember that you can use the mark for delete (probably without spaces) command in the console to exterminate any picket fence you find in the commonwealth
