Do you mean "minutes in real time while you wait for the game to load"?
Or "minutes in the game clock"?
Because long load times are part and parcel for this game if you're running specific hardware or configurations.
The game requires a cap of 60 fps. If you're trying to run the game outside of 60 fps, it may be why you're having SOME issues. If you're on an SSD that also may have an effect because there's a fix for long load times that is designed specifically for ssd users (though would then invalidate your achievements unless you add THAT mod.)
If that's the issue (rather than loading times), you'd have to change it with a console command: "set timescale to x" (where x is the multiplier for normal time, so setting it to 1 would make game days pass at real-world speed). But while you can change it, it's perfectly normal for game clock to advance at x20 speed, since it's a game, and when you're not talking about loading "fast travel" is only intended to be fast from the player's perspective.
Having the game on SSD also helps.
But V-Sync enabled will prolong all of the loading that occurs.
Hows that done...at launch or in the game with settings?
