The xx designation in the form ID list is the exact location of your DLC, which may vary if you bought them in a different order than they normally would have been installed.
"Recon marine armor
The specialized "Recon" Marine armor items are an almost complete set of legendary Marine armor versions, minus the legs. They can be purchased from various vendors around the island. Armor workbench upgrades can be applied as usual.
Recon Marine helmet (Cunning effect - +1 Agility and Perception): Purchased from Brooks in Far Harbor.
Recon Marine chest piece (Sentinel's effect - Reduces damage while standing and not moving by 15%): Purchased from Cog in Acadia.
Recon Marine right arm (Sprinter's effect - Increases wearer’s movement speed by 10%): Purchased from Sister Mai in the Children of Atom base, the Nucleus.
Recon Marine left arm (Martyr's effect - Temporarily slows time during combat when the Sole Survivor's hit points are at 20% or less): Purchased from Kane in the Nucleus."
You need to buy them.
In design terms, legendary effects are a mod part that gets attached to the base item to alter it, just like an automatic receiver, or a long barrel (they just don't have crafting recipes . There isn't a specific entry for recon marine armour in the same way there's not a specific entry for a combat rifle with a bayonet.

1. ~ console command to bring up console command menu
2. ~ help " insert name of item here" 4 ARMO which means help to find "marine armor" 4 and ARMO is armor ABBREV
3. ~giveplayer " ID of item " # which will add the item name and the # number you wanna add to your inventory
then you'll wanna drop the item and hold it not pick up hold
1. ~getplayergrabbedref
2. get the id and then ~ ref item #.amod # ID of mod which will add the legendary mod effect onto the item so long as it stacks.
been awhile so i may be a little off but it's the gist of it. You can look up the item reference ID number the legendary effect ID and the console command codes online b/c again it's been awhile i'm not 100% sure it's the right phrasing and order to do so.
