Easy fix for DLC not working with f4se
If you have vortex, go to plugins tab and find the DLC, see if DLC has error: "Requires Cleaning (LOOT)". That means you need to get LOOT from gitgub. You will also need FO4Edit to clean each DLC individually, I believe after using LOOT, it will provide a link for FO4Edit. "Requires Cleaning (LOOT)" error will go away then. Need to also start a new game.

Never ever change any of the DLC (DLC = the game files released by Bethesda).

"clean" the dlc?

That's ... absurd, indeed. If you have mods that affect the DLC that's one thing, but you can't "clean" the dlc without breaking things.

I still use nmm / ce, works like a charm. Vortex gave me very bad vibes from the moment they introduced it, and I've hardly ever seen something glowingly good about it in favor of it instead of, say mo / mo2, or anything else under the sun.

LOOT yes, ... but vortex, not so much. Why would it ever tell you to do something like touching the actual purchased files?
