If you have it installed and you have no mods, you could try verifying the game files. That sometimes helps. (Right click the game name in your list of games, go to Properties, Installed Files, and Verify.)
You don't need the feed tub to get brahmin or fertilizer. That just keeps them in a single location in the settlement instead of roaming around. While you can capture brahmin, they can also show up with new settlers arriving at the settlement or you can buy them from the randomly encountered merchant.
Yeah, capture with a cage. Which isn't really a capture anyway, as the things the cages get are generated. They don't capture already existing things. There is no way to get brahmin or other creatures for your settlement with Animal Friend.
