but it's pretty obvious we're working with a mismatched set.
to say that all items of the same stature weigh the same is dead wrong to begin with, so maybe you picked up a tire that had a low weight whereas in my experiences i have picked up ones that were heavy, and then after leveling was able to carry them.
it could also be based on the players actual carry capacity, in which you could have had an empty inventory allowing you to carry a 25lb tire. - if this is the case then it would make sense why i need str 6 for a tire when im a tank with heavy weapons and such.
either way my experience in all these games is as such.
the game role plays strength in many ways, picking up heavy objects is one of them despite there being varying errors in mass.
The former suggests that it's calculating weight as an internal value, but the latter that it's either using the physical structure of it as a three dimensional object, or has a different weight assigned to different parts (which might be the case if the limbs count as attachments to the main body).
i also don't doubt that there's tires that weigh nothing in the game.
as others have already pointed out, a car can be kicked and flung across a valley yet cannot be picked up.
im not sure what the exact method for it is, i just know that in fo3 i have had instances where barrels weren't able to be moved because i was either too weak, or had too full of an inventory, (the latter being something i only just thought of as a contributing factor,) yet later in the game was able to move them without issue.
i also have noticed this in fnv, and this game especially where i have tested actually trying to pick something up later on after leveling my strength that i couldn't before.
in new vegas i think was the first time i noticed it because i for sure wasn't able to lift something out of the sasparilla factory on one playthrough, but on another was able to do so with a higher strength.
the sewer barrel thing in fo3 btw was part of the mission where you're leading the scientists out of the purifier away from the enclave.
i used the barrels on certain playthroughs to get the weapons from the soldiers that were in the above sections of the sewers, and without my strength being high enough i couldn't lift them on certain playthroughs.
