Not sure whether it's the fog one but since it is primarily visual I'm gonna throw that as a "maybe" it's that?
You have a pile of likely conflicting or redundant mods in there which I would strongly recommend looking at ALL of the recommended use/ load order / known problems if you can.
I did start the game with start me up, and had no choice but to use the tunnel snakes no auto start mod since my main quest was broken without it.
How can I determine which mods are conflicting/redundant?
Sadly the bug occures even when my flashlight is off.
I also found the bug only happens at night if that changes anything.
By reading the descriptions, posts, and bug reports of literally every single mod before you install them.
Mods can break. BADLY. So in order to avoid such an occurrence, get in the habit of really researching your mods.

Thanks for all your help! It was the visible galaxy 2k mod, I removed it and instead installed enhanced night sky which fixed the problem since it has all kinds of fixes in it 😃
