Using Creation Club?
Institute paint looks good,but you have to join them to get it, and they are evil.
Quantum paint looks good and are awesome if you use VATS, it's unlocked in a Nuka world quest, I still dont have it.
Try to get the resources for armor paint, and get the others later.
You have to join the Railroad, and use a T51 to paint it black though.
If you're scrounging after every possible +1 to boost your SPECIAL scores (or similar minor effects), you wouldn't wear power armour in the first place because legendary pieces of regular armour serve that end better.
I play Very Hard - Survival so this might not be needed on ex. Easy mode.
Then later on, there are so many paints, i like best those that boost my build. If i go High Int on my character i tend too use White Paint (+2 INT).
I also always end up collecting many suits of PA, and store them, or display them, and thus i can have full sets that either looks cool, or boosts varius needful character effects.
I really like the look on the VIM you find in Far Harbour. Just my taste.

A shame that explosive shielding, not gives some paint to your armor.
Odd that it according to Wiki, don't give much extra protection, but several witness have a different experience with it.
