Question about a mod for fallout 4?

While browsing the net with microsoft edge I've seen on the main microsoft bing page a mod Moribund World what is that?

it has a video. Didn't bother watching it, the comments seem to indicate there's not a lot of wow to it and it's so old I can't even see why it would come up aside from I guess it's available on the bethesda cc or something.

Yeah it seems like it's pretty much "meh" even if you weren't using other similar types.

True I don't even use any atmospherics mods the only mod I like well half like is the silent hill mod only problem is that it changes feral ghouls and adds more creatures and stuff I only like the silent hill atmospheric fog makes fallout 4 look more creepy.
