That's because that resolution would be like 3 computers ago in end-of-life for video cards, and the devs did not know you would even be able to run a game that big when it was in development.
Hopefully - and you can cross your fingers and toes on this being the case but don't hold your breath because it's bethesda and they may yet absolutely screw it all up - when Bethesda releases an update this year they will address this. Hopefully. No guarantees.
But while there are certainly ways to have your massive monitor resolution run the game it's not supported internally so it'll always be a bit off. I don't think there are any updated newer ultrawide fixes, you might search reddit but ??? I doubt they exist yet/work on every computer.
I saved this part from a guide:
21:9 Aspect Ratio.
One is to edit the Fallout4Prefs.ini in the Documents>My Games>Fallout4 folder and set the values of
iSize H=1080
iSize W=2560
I run it in Fullscreen mode (taking up the entire screen) by using
bMaximizeWindow=0
bBorderless=0
bFull Screen=1
You can manually move each UI elements , re-scale or even delete them using DEF_UI (in the mcm menu)

Same here, the gameplay itself is fine, it's the HUD that's stretched and the video on the main menu that was probably created for 1080p displays that's not correct for Ultrawide displays.
Did you select the 21:9 or 32:9 aspect ratio option in the settings?
So you spend hours staring at the main menu rather than playing the game then?
