But its just a waiting game. If you have a recruitment beacon, settlers show up when they want to show up.

Other than that, you just have to wait. If you don't want to wait, you can visit other settlements you own and move some settlers from one settlement to the other.
If your charisma+10 is still low, that's what's limiting your settlements. Unhappiness as well might have an effect.
You only need one beacon per settlement.
+50% if you have less than 5 settlers.
+ your happiness/2.
So a settlement of 10 settlers with a 80% happiness has a 65% of a new settler each day.
However it also means a 35% chance of not getting one.
Unfortunately RNG for chance runs in streaks so it can be days before RNG rolls right.
Gear, chems, and Anything else that gives you charisma can be used to boost your Settlement count. I recommend not wasting temporary use items but instead head to a settlement that has a Maxed out count. Buff up, Move All the Settlers to the Settlement you want and repeat the recruitment process.
Multiply settlements recruiting means more settlers. Which helps cause if you do roll on the recruitment but don't have a slot open then that's a waste.
There is quest you can get from Isabella cruz that has you kill robots. Some of those quest have settlers, if you save them you can recruit them to ANY settlement regardless of your charisma and Settlement pop. This isn't 100% to happen.
Same thing with the quest above but you may run into a random settler that may need to be rescued from super mutants. Save them and open up the dialogue and they should ask if you know a place to go to and you can send them to a settlement.
Last method, and this isn't 100% and can lead to settlers getting mad at you and have the settler killed you want to move. This a long process and you have to keep you weapon drawn and don't leave the settler behind. The Process requires you to have the Intimidation Perk. Pacify the Settler like normal, If you are successful have the settler follow you fast out of the area. Sneaking can help. This method can be used to recruit settlers that don't want to talk to you out in random locations or if you don't have an opening at any settlement. When you get to the Settlement, save before you do this, Open up the Settlement Menu and quickly assign them to a workshop store or a scrap bench or something that another settler isn't assign too. When doing this the settler will be angry and after you assign them the WHOLE settlement MIGHT get mad at you. Simply leave and come back later and you'll have and unofficial official settler in your settlement. This doesn't work with Raiders or Gunners, Just NPCS named Settler or a special Settler.
I used this method to recruit the Special wondering Merchant Settlers. This can be useful if you don't meet the requirements, you may need to kill guards some have.
Bare in mind the above method hasn't done anything Harmful on my end, But everyone experiences something different.
