Fort Hagen is STILL crashing

I reinstalled the game. I disabled all my mods. This is my second playthrough. WHY?

Only you know, since you don't actually tell us anything about your system and whether it's changed since the last time you played it successfully.

I actually fixed it. I used a mod called Buffout 4 that fixed it. Apparently it was some sort of engine error, whatever that means.

It means that the game files probably need to be verified, just in case something else is going to go wrong. Not knowing anything more since you didn't actually say anything again about WHAT mods, and what load order, etc etc - something was probably conflicting. If you're using sim settlements that's a big cause for bugs.
