Not totally related, but:
I also think that provisioners temporarily count as residents of settlements, which throws off the population count and happiness stats shown on the Pip-Boy when you are away from a settlement compared to the stats and count shown in the crafting screen at the location itself. So multiple provisioners linked to one location can end up camping at said location all at once, so extra beds and resources to support the number of provisioners can help with the happiness stat.
I await an answer to your inquiry as well as I do not know if there is a fix for this, other than perhaps modding the game. cheers.
so, named characters might be they have a mission they'd like you to do first?
if it's just someone named "settler" (still could be a radiant mission) they usually move fine for me, just takes them some time to get there, i can go back and forth twice and they still won't be there sometimes, but they do eventually get there.
of course there is also the always asked question: are you using any mods? even if you don't think it should effect your settlers, they sometimes do.
I've just decided to deal with it. I think I uninstalled a castle mod mid play though so I believe that is what may be causing it.
