Depending on your monitor's refresh rate, you're going to want to set "ipresentinterval=1" or "ipresentinterval=2". If you set it to 0, it will uncap your fps, but without certain mods, this last option might cause problems with the game.
Your monitor = 60hz
IPresentInterval = 1
Your fps cap = 60/1 = 60
Setting it 2 on 60hz monitor will lock your fps to 30.. which is the actual problem here ;) maybe you should set it to 0.5 lol
2) Disable V-sync in GPU driver and In Game.
3) Enable Enhanced Sync (AMD), Fast Sync (NVIDIA) in GPU Driver.
4) Turn ON Freesync / G-Sync on your monitor if capable.
5) Cap FPS in GPU driver to the frequency you set in (1).
Enjoy. You'll blast past the bad busy & slow areas of the game at a reasonable FPS.
