Buying additional content piece by piece is always the least savvy way to do that.
If you own just the base game- look for GOTY edition of F4:

Depending on where you live and the currency you use, it most likely will be the best way to do that.
About the DLC- nothing more is planned when it comes to expansions.
But the next-gen update for F4 will come out this year, and PC version will be also updated. But nothing suggests new expansion. It will most likely be something like Skytim EA. Mostly just a big(ger) update, maybe packaged with come CC mods.
If this update will be just an update available to all- it will be free ofc, but additional CC mods might be paywalled in some way. Maybe free for owners of the complete package, maybe not.
If this is going to be repackaged into a new F4 product (less likely IMHO)- nobody can say how much it will cost, and what discount previous owners will receive.

A season pass gives you access to everything made within the "season". What a season is varies from game to game. It could be everything from withing a limited time, or every DLC the game has ever had. With Fallout 4, the season pass permanently gives you all the DLCs.
Season passes (with likely few exceptions) are not temporary.
I could say the same thing about you - reading comprehension problem. He wants to buy it for himself. Giving away the unused portion (As he already has the base game) is something else entirely. Follow the whole thread, not just a single post of it.
