Where are the language files located?

trying to change the game's language. Changed language in steam, it downloaded the language pack, but does not change it in game. Someone said that I basically have to delete language files in the game's file and have steam repair it back (through verifying files) so that I only end up with the right language.

Question is, where the hell are the language files? People are speaking of a string file in the data file, but there's no such thing in there for me, so it has to be somewhere else.

The audio is stored in Fallout4 - Voices_[language code].ba2, the translations are baked inside the base .esm plugins so that's not as easy to remove
