Report a translation problem
First of all, you can't really "finish" a Bethesda game, and that's one of the many reasons i love about these games. Sure, you can run through the main story and all, but that will leave you with only 5% to 10% of the true experience since you'll want to go out of your way to get good gear and level up. Even if you want to do the main quest and nothing else, something will eventually happen and get you sidetracked. For me, the best content on these games are on the side quests, srsly, go see for yourself.
Mods are also a huge factor. Don't like a specifc weapon? There's problably a replacer. Hell, there's entire mods with side storys very well writern and with competent voice acting. What i mean is, you can make the game look and feel however you want with mods.
Not many AAA games let's you do that, you know. They're mostly 8 hour long interactive movies with a bit of side content and thats all, any other thing will be DLC. As for Fallout 4, if you pick vanilla without DLC, you can easily sink 1.000 hours on it without mods.

Modding of course adds a lot of great features. In my current game play I am not even finishing the main story. I have brought all the quests to their turning points and stopped.
By doing this I was able to gain every companion perk from every companion in the game - something I wanted to see if I could do.
I can still get all the radiant quests from each faction - except for the Railroad - maybe I went too far in that quest line. So there is so much to do. Alot of times I just run and see what i can find or kill.
Fallout I can build things and socialize with Supermutants, ferals, raiders etc just like Sims 4.
I have over 4500 hours and have never finished the game. I honestly have no idea what the end of the game looks like.
Outer worlds is junk, why people aren't playing that.
Fallout 4 is infinitely moddable - you can add virtually anything to it such as building and settlements, conversations and npcs, weapons, costumes, new areas, new storylines, etc.
I've put in nearly 4k hours into this game.
But you could ask the same question about games like

.... Winning conditions for this game are very different for everyone. Playing it "once" won't show you nearly any of the game unless you somehow tweak it or reload saves to do multiple endings. I've played probably 9 different characters, with different assortments of skills and direction. I go back to play with my settlements because I'm an addict.
So... people play the game because they like the game, what else would you ever need to know?
Each Settlement that you can build on is different and you might try different layouts/shops/guards/etc not seen each time, etc
Faction endings, Quests not seen each time, etc
Skills/Perks/Builds not seen each time, etc
Characters/Companions not seen each time, etc
For me, building up Settlements are my main thing I do now - trying different ways of building and layouts and shops and guards and the people milling around working, etc; it feels like a very 'alive' game to me, and I enjoy helping my settlers re-start their lives...
Whatever you find to like, have fun with it
Actually I don't play RPG games. For me it's the open world aspect.
Actually I don't use mods for games.
You shouldn't be able to use PA, unless you are wearing a suit and helm that actually integrates the character into the monitoring and control systems. That means a BoS suit and Dan's helm. You cannot get his helm until you're on the Prid and can have him as a companion.
I feel a restart in my immediate future.
