Report a translation problem
There's a game bug that rarely happens that causes that cell to not load properly.
other than that bug, it could come down to a simple texture & mesh issue.
You didn't need to remove all your mods
edit: what mod manager are you using?
Are you using CC mods?
I also use MO2, with close to 300 mods running right now and have never had the issue.
Did you make a whole new profile in MO2?
I always have both boxes checked in the profiles. saves headaches.
That way I can copy a loadout, change it a bit and delete the saves under the saves tab.
Each one has some different mods along with the base mods I always use.
For example, one is for Sim Settlements. That way I can play those mods without messing up a favourite profile & mod load-out.
You can also run the install for mod patch compilations for each load-out. Just rename it with the profile name in it.
What mods did you have before? Because F4SE on it's own isn't going to do anything like that.
Since you've used mods there's probably files remaining from those that F4SE is attempting to load, but can't because the plugin's gone, so it hangs in the loading screen.
Removing F4SE would stop any stray remaining files from loading, but it's not going to fix the issue until you find what's left.
