get the vial and holotape from Virgil's lab first. At the bio lab complex. Then go to Li. She is in a side room at Advanced science area

Advanced Systems yes, and I believe you can not advance her quest parts till after you complete the meeting of the directors.

She is mandatory visit when you first go to Institute. She puts a transporter code (for teleporting) in your pipboy.

It should be as simple as running around the bottom level of the main area of the Institute until you find the door with the "Advanced Systems" logo above it, and searching each of the rooms inside there until you find her.

Not just a code, she installs an actual courser chip. But yeah, she should be an unavoidable step in the "Institutionalized" quest; perhaps that's why the OP is looking for her in the first place.
