Also OP I do mention money because you would be stunned at how many people think that it's not going to cost them any time or effort. :)
Seriously, when you bought fallout you agreed to a license agreement. Bethesda, not you, owns the mod.
It's like being a coder; you go to work and you write code creating IP. Your employer owns it, it was part of the employment agreement. Same with mods, you agreed to it and didn't read the terms.
Gets so old.... People act like they own these mods, but when they bork your game they claim no right to sue them for the hours lost.
I asked for a paid mod request but did not get any response on Nexus.
They do not.

All these guys going around dictating what you can't do are fooling themselves. People respect their request because they want mods. But if someone went and made a mod that Microsoft/Bethesda didn't like, they could shut you down instantly. Mods belong to Bethesda. Read the agreements.
Bethesda can also just take a mod and incorporate it into their game.
Nude mods exist though!
Honestly having opened the creation kit all of once and having it ruin my ini file customization for my main unmodded game, I am hesitant to try again until I have maybe picked up the version on gog lol. I looked at how complicated it was, and said nope, others have the skill and experience where I definitely do not. I'd absolutely be willing to throw modders a bit here and there. while yeah, they mostly do it because they love it, some of them are very good at it indeed, and deserve to have some of that skill acknowledged.
You can however voluntarily donate the mod author a coffee.
Asking for permission is only relevant if you plan to release something that contains the work of somebody else.
You can do whatever you want at home.
