Hello everyone

Guys, any idea who to ask or where to ask about making custom mods?

I want to add a few mods to my game tailored to my taste.

Your best bet is to try posting on the Nexus FO4 forums..

Find a mod that you like and has similar features to what you're looking for, and check the creator of it to see if they're active. *politely* ask if they're doing any work. Be prepared to pay them unless it's something that would be of enough use to plenty of people that they'd want to release it into the wild.

To get what you want, find a similar mod, and mod the mod.

Also OP I do mention money because you would be stunned at how many people think that it's not going to cost them any time or effort. :)

Don't upload it. Not because that would be illegal, but because people don't deserve it.
Seriously, when you bought fallout you agreed to a license agreement. Bethesda, not you, owns the mod.
It's like being a coder; you go to work and you write code creating IP. Your employer owns it, it was part of the employment agreement. Same with mods, you agreed to it and didn't read the terms.
Gets so old.... People act like they own these mods, but when they bork your game they claim no right to sue them for the hours lost.

I asked for a paid mod request but did not get any response on Nexus.

Doesn't matter. If you bought the game, you sold your rights to your IP. You might have had rights to if you didn't buy the game, but then there's the issue of how did you develop the mod?
All these guys going around dictating what you can't do are fooling themselves. People respect their request because they want mods. But if someone went and made a mod that Microsoft/Bethesda didn't like, they could shut you down instantly. Mods belong to Bethesda. Read the agreements.
Bethesda can also just take a mod and incorporate it into their game.

I think you may need to actually speak with a lawyer instead of spouting a lot of nonsense. Buying a game does not in any way imply that you sell your rights to your own intellectual property. However if you host it on Bethesda servers you may have agreed to terms which give Bethesda rights to what you uploaded to them.

Yeah a lot of the ones I've followed have stated they WILL be going to Starfield so have been prepping their more major stuff (large quantities of settlement mods, etc) so that people can have stuff to play with while they're doing whatever else.

Honestly having opened the creation kit all of once and having it ruin my ini file customization for my main unmodded game, I am hesitant to try again until I have maybe picked up the version on gog lol. I looked at how complicated it was, and said nope, others have the skill and experience where I definitely do not. I'd absolutely be willing to throw modders a bit here and there. while yeah, they mostly do it because they love it, some of them are very good at it indeed, and deserve to have some of that skill acknowledged.

Charging money for mods is against Bethesda's license agreement.
You can however voluntarily donate the mod author a coffee.

Asking for permission is only relevant if you plan to release something that contains the work of somebody else.
You can do whatever you want at home.
