So it's a feature, not a bug, and I don't understand how you think you could get a "fix" for it.
Aiming in third person usually just made it so a dot appears, while still being in third person and zooming your character in a bit.
What you're saying is that you can only hip fire in TP and not actually focus your shots more.
If it's an actual scope, like a recon scope, you'll always look directly through it since it can involve a level of zoom that wouldn't be practical in a third-person view.
Are you using any mods that might be responsible?
