I'm in the same spot. Just getting going with FO4, gonna let Starfield have some more time in the oven and maybe get to a GOTY version before I buy in.

Would really depend on what you like or don't like out of the base game.

If you're looking for a more customized look and visuals, there are plenty of overhaul visual mods. If you enjoyed survival but felt it was missing customization there are loooots of those mods to help flesh out a difficult play without being arbitrarily impossible in ways (such as 'cannot access the console on Survival mode' - if you want survival but also don't want to get stuck in places or with bugs, there's a mod for that!). If you want to build lots and lots of fun housing developments across the commonwealth, plenty of those too!

I'd suggest go with what you want to shore up that you felt could be better, as "must", and anything on top of that is "want".

Game runs on a modern system without issues and can be completed in its entirety without a problem. And most remaining rougher edges can be bypassed without mods and just with console commands, like increasing FOV or freeing stuck player character with a 'tcl' command.
So no, there are no 'must have' mods.

Modding is a highly subjective thing and there's little point in asking others such a vague question. I can list 120 mods I consider 'essential', but if you're not interested in their content, what help that would be?

This game is 8yo- there are numerous 'best mods' / 'recommended mods' lists out there. Doing everything in F4 is a long journey and it's advised to just dedicate an evening or two for browsing Nexus and picking whatever suits your taste.

Someone has just released a "Starfield in Fallout 4" mod. Everyone wears a space suit. The tag for image 4 is a goodie -

"Must-haves" depends on what you want to do with the game and whether you have played the game before or not. And whether you want to play Sim Settlements or not, which is a total overhaul of the game including a new very long story.

There are 50,000 FO4 mods on nexusmods. I've downloaded about 1,000 of them. Only 100 or so of those are must-haves for me. There are guys with 100's of mods loaded.

One way to cut through the chaff is to look through the Collections on nexusmods. These are lists of suggested mods

SKK's mods are worth a look. skkmods.com

I like the new lands and new quests mods.
Check Zorkaz on nexus , The farmslands, The wilderness, The forest and similar. Do not add much for quests but lots of exploration in gorgeous lands.
Also zed140 has a "living" series on there in which settlements are already, well, settled when you meet them. minimizing the need to manage your villages.
Neeher has great weapons and a power armor mod that are very polished and also a nice DLC type quest mod called " Xander's Aid"
Then there are mods that add locations/ factions to the existing map
Atomic World, Atom's Storm, Ryn's Fallout are some of them.
Forgotten underground spaces is another
I run all 4 of those at the same time with nearly no conflicts.

actually I run all mods I mentioned, at the same time with no or only minimal issues.
