Precipice of War is completely broken for me [help]

I've played this game many times and have never ran into a glitch like this.

When I warn Desdemona about the Brotherhood, Underground Undercover ends like normal but Precipice of War doesn't enter my quest log. Despite not being in my log, the quest still progresses (Brotherhood attacks, Glory dies) but it stops progressing after I clear the church, Tinker Tom won't follow me or leave the church(Desdemona confirms with her dialogue that i've cleared every enemy) and if I travel to Cambridge Police Station there is no Vertibird on the roof.

I have tried "setstage" on Underground Undercover, Precipice of War and Rockets Red Glare, I've teleported Tom to me at the police station and I've re loaded saves. I have no idea what else to try.
