A lot of the posts here are right but the bottom line is Sex sells. Why do you think the is a male/female option at the beginning of the game and different sexual options? It don't hurt that like others have said that the game can be modded to include nudity and sex scenes.

I also agree just like money and control that sex is power.

As for being horny if you haven't learned that yourself you might want to check how you are living your life. You see something that attracts you you are likely to get horny. I have to admit Piper fits that bill. So there's my Fallout 4 reason for "being horny".
