The BOS arrival and the SS killing Kellog are two completely different events, which have no connection whatsoever. Implying it does is a logical fallacy on your part, simple as that.
Remember Maxim says they detected high energy spikes? Well after killing Kellogg the Institute "came alive". Going to need extra Synths an all to deal with the BOS...
heck you can kill Danse, Rhys and Haylen before doing Arcjet, and it will still show up. It makes no sense. Elder Maxson still talks about the communication from Danse about the energy signatures.
Unless Mama Murphy talked to them, and with the sight told Maxon about the energy signatures, it makes no sense.
I guess my point is the "cause" of his arrival doesn't even have to happen. It's tied to killing Kellogg and the assumption that the game designers made is that you side with the BOS at least for the Arcjet quest
Don't want the RR, don't go to Church. You can still do the main quest to find shaun
Don't want the BOS , HAHAHAHAHAHAH... uhhhhh HAHHAHAHAH!
Strictly a theatrical ploy.
This however does not explain their appearance if we never help Danse.
So they must expect us to believe they were already on their way and that it just happens to be when a coincidence it happen at that time.
