for the best armoured outfit you need lvl 41?? for the corosponding armourer skill level (and of course Tinker Toms good side) . heavy synth armor is a hassle to come by too. if you have Far Habour DLC you can get Marine Armor there (if you are digilent a complete Legndary set from quests and vendors)
in general you need max armourer skill to modify your armor to the best, as long you dont want to hunt armor with fitting mods already on it.

Rescuing Nick isn't needed for anything in Far Harbor, unless you want him to join in on certain conversations. You have to rescue him to get Ellie to tell you about it, but you can always just walk to the house in the NE corner of the map at any time, including as soon as you leave the vault, and start the DLC.
The only DLC that has a strict starting requirement is Automatron, which can not be started until level 15. The others can all be started at any time (and any level) by just going to the appropriate location.
You can find higher level power armors throughout the game unless you dont want PA.
Put 2 perks into armorer and 1 into science and you can upgrade your T45A from Concord to T45D.
Thats good enough for the glowing Sea even.
I meant that if one do explorer everywhere at low level, it's mess up in long term, you might had trouble find high level item, same reason with power armor, I careful, I think up to 10 level, unlock first area that may had full power armor, then 20 to 30 level, find new area full power armor to unlock, then hold back till you higher level like 40 to 50, then start looking new place to unlock power armor at 50 level, then, hold back and do not explorer very much till you over 60 to get highest level of power armor, then explorer new area, so go on.
That's what I undertand but thing might change, but unlikely since Bethesda Game Studios didn't upgrade bug fix and balance that much at all, very rare, same for skyrim.
