Off the better enemies like gunners for combat armour, which means going to locations where the gunners are to be found in numbers.

heavy combat armor needs lvl 40 when im not wrong, x01 starts spawning at lvl 32.
for the best armoured outfit you need lvl 41?? for the corosponding armourer skill level (and of course Tinker Toms good side) . heavy synth armor is a hassle to come by too. if you have Far Habour DLC you can get Marine Armor there (if you are digilent a complete Legndary set from quests and vendors)
in general you need max armourer skill to modify your armor to the best, as long you dont want to hunt armor with fitting mods already on it.

Should've found something better by now. Verify files. But if you only hunt for raiders, that's your problem.

Alternatively if you want really good armor fast, you can bum rush far harbour and get the marine set. It's prespawned, so in theory you can get it as low as level 20, granted you already rescued nick valentine.

If you want good armor, you have to kill Gunners. Quincy is an excellent place to farm it, and they have their own "Gunners Plaza" NE of Somerville Place, Greenetech Genetics and Vault 95 among other places.

Personally by the time I'm level 30 I don't even use armor anymore, I wear clothes with ballistic weave. I wear the same outfit I was wearing before the war with a mod that makes my pipboy the same color as my slacks. It's really all you need and much less cumbersome than dealing with all those armor pieces. You can carry a lot more when you're only 45 pounds fully geared, too.

I still farm it though, and outfit all my settlers with it.

Rescuing Nick isn't needed for anything in Far Harbor, unless you want him to join in on certain conversations. You have to rescue him to get Ellie to tell you about it, but you can always just walk to the house in the NE corner of the map at any time, including as soon as you leave the vault, and start the DLC.

The only DLC that has a strict starting requirement is Automatron, which can not be started until level 15. The others can all be started at any time (and any level) by just going to the appropriate location.

army fatigues with ballistic weave + marine armor is as good as default t 45 power armor and you can snag that full legend set its what i use on very hard any thing lower than that it makes you a god.

Nexus.
The best armor by far in the early game is the T45 from Sanct.
You can find higher level power armors throughout the game unless you dont want PA.
Put 2 perks into armorer and 1 into science and you can upgrade your T45A from Concord to T45D.
Thats good enough for the glowing Sea even.

If one rush everywhere on lower level, then it's locked to that level, so best faster leveling in small explore area at a time, slowly going south, more or less, so that way, you had some high level item in some area by time you hit high level and explorer new area, what I understand that, unless I'm mistake, it's outdate or they changed system?

I meant that if one do explorer everywhere at low level, it's mess up in long term, you might had trouble find high level item, same reason with power armor, I careful, I think up to 10 level, unlock first area that may had full power armor, then 20 to 30 level, find new area full power armor to unlock, then hold back till you higher level like 40 to 50, then start looking new place to unlock power armor at 50 level, then, hold back and do not explorer very much till you over 60 to get highest level of power armor, then explorer new area, so go on.

That's what I undertand but thing might change, but unlikely since Bethesda Game Studios didn't upgrade bug fix and balance that much at all, very rare, same for skyrim.
