You can add a script extender mod that decouples the framerate on loading and cell transitions and processing script so you can have a game that behaves but runs feeling a bit more "easy" or "relaxed" - don't think you can install 252 esp/esm that are very script-intensive and have a fun time of it, it's not magic... but it does help. And you won't die walking into a car or have to put up with desync'd audio.
you of course need f4se and the mod itself, and I highly suggest you read the posts section BEFORE installing it, not trying to troubleshoot afterwards...

i set iPresentInterval=0 what uncaps the FPS and then capped the fps to 60 with the AMD Software but ty
That's actually all you needed to do.
Either that or simply changed your monitor refresh to 60hz when playing the game (which accomplishes the same thing)
1) Set monitor to 100-144hz max..
2) Disable V-Sync in game.
3) Enable Enhanced Sync (AMD), Fast Sync (NVIDIA).
4) Cap FPS to the number you set in (1).
Ignore the Gulag 60fps trendies and Enjoy.
