Buffout 4 Error Troubles, Please Help Me!

Hi there, I've been having an issue that I'm hoping maybe SOMEONE will possibly recognize and help me out. I have a bunch of mods, and using Buffout 4 and Crash Log Auto Scanner i've been able to slowly iron out issue after issue, and got the game running extremely good and how I wanted it. Then this one error showed up and I have no idea how on earth to fix it. I've been running around Reddit, Google, every other option and I'm just on my last straw

So heres the error I keep getting

ERROR > [2023-08-19 00-24-16.630][PdbHandler.cpp :144 ][ info ]: Failed to initalize COM library for dll C:/Windows/SYSTEM32/d3d11.dll+0095D27 Cannot change thread mode after it is set.

This doesn't appear to be a mod error, I've never seen anything like it before and I don't have any ideas where to even start.
Heres exactly what I did that led up to this error-
I installed new RAM in my computer, I went from 16GB to 32GB

I swapped out Buffout 4 for Buffout 4 NG with PDB Support so I could use the newest version of Crash Log Auto Scanner, reverting back to normal Buffout 4 doesn't fix my issue

I installed ENB Series and REACTOR ENB, removed it all and it did not fix the error either.

I have tried literally everything to fix this, I started by uninstalling the game, removing all files, reinstalling the game and it still crashed the moment I clicked play on Steam. The only way I got the vanilla game to play was by installing it on a different drive and then it booted to the main menu. I then tried going through and disabling every single mod to make sure it wasn't a mod issue, and the furthest I got was basically it giving me a different error saying it couldn't load X dll, the dlls were all F4SE Plugins, like ShadowBoost, Buffout, LighthousePapyrus, Robco Patcher, etc. I'm still very much stumped, I don't know why its having issues loading dll's that it had no problem with before, it just literally spontaineously happened. Any help or advice is INSANELY appreciated. I want to play Fallout 4 :(

If your launching with the game .exe you'll get the buffout 4 error. You need to launch with Fallout 4 Script Extender and that will work. Even if it starts loading and stops just launch again with Script extender and it will work
