Report a translation problem
You just need to point F4SE AT your exe, and create a SHORT CUT for the F4SE on your desktop. Not the EXE.
Your game should be in your steam directory. Whatever drive it's on, Steam/Steamapps/Common / fallout 4 should be in the Common area.

What’s does that mean?
Find your Steam install folder where your games are. As I said above:

Did you manually download F4SE from Silverlock.org?
Download the 7Z version and use 7zip to unarchive it. Don't use the executable version of it if you selected that option there.
F4se's files NEED to be in the same area as your Fallout 4 exe.
I'm not sure what you mean by "Yes it works just fine, it’s just not an .exe".
The game runs from the PLAY button on your steam library, right? It's *literally running the game's exe*.
If you download the 7z version of the F4SE program, inside the zipped file will be a very clear README with instructions on how to install it. It must be in the same folder with your steam fallout game, not outside of it.
** if you do not have 7zip, it is easily found, and installed. You cannot use other zip programs to open the 7z files. **
we can help you here, but it's easier when you carefully look over your computer and understand where files are. It might also help a lot if you'd go to the top of your Steam library window and click HELP > SYSTEM INFORMATION and copy-paste the list here. That will show if there's anything weird we can fix for you.
