Something is really very wrong with your game if it's triggering a full computer crash.
No BloodWorm MoleRats Scorpions Teleport-BugFix

Open your task manager, then click properties, then always on top.
Make sure your task manager is set to "always on top" as Bored Peon said, but im still not sure why your game is crashing so much there.
I don't know about windowed mode, i play in fullscreen..
Are you using any (other) mods? Or purely vanilla? I assume your using mods, so the best thing would be to look through them and see what is affecting that area in XEdit.
Either that or try a brand new save.
You jumped initially to consoling your way past it? How often have you done that? You shouldn't need to do that at all, as if you miss a trigger you'll cause more issues later.
I have never seen this myself, and it's not vanilla behaviour, so it's certainly your mods, or your save is broken.
- Crash when they come up from burrowing
- They do not detect the player so they will not actually attack.
- Creates an issue that causes an infinite load screen exiting the area with these mobs.
I had it with molerats before. Except I used this mod:
No More Teleporting Creatures

I am not 100% sure if that will fix your bloodworm issue. I think it may. I figured to suggest the other mod first. You should remove it if it did not fix your issue.
Also this one to try:

Bloodworms Radscorpions Molerats_Stay Topside
As for crashes, tried disabling OPENGL in drivers ? It's bad for fast GPUs that push framerates higher than monitor vertical refresh frequency. Enhanced Sync/Fast Sync in drivers would fix that but I bet you're stuck with V-Sync On in game settings.
