If you have DLCs then you have DLCs, there's nothing to fix.
Season pass is a product bundle and not a piece of content anyway, it's just a tag in the store for one of the available extra purchase options.
It doesn't matter and wasn't 'corrected' in the past years and most likely won't be in the future.

What needs to be fixed is the BUNDLE saying I don't own the pass/content, and therefore not double charging me for it.
Cool. Now, please read what I am saying. THE FRANCHISE BUNDLE WILL CHARGE ME AGAIN FOR THE PASS, EVEN THOUGH I DO NOT NEED IT, AND I KNOW I DO NOT NEED IT.
Cool? Cool. Now Fix the bundle to not charge me for the pass that I don't technically own but have all the content for, because there are OTHER games in the Franchise Bundle that I would like to receive the franchise discount for.
I certainly wasn't posting here so some randoms could tell me what DLC I know I own.
I'm not confused about bundles, publishers/devs set what games and dlcs they want to be in their own bundles, this is the correct forum for Fallout 4 pricing issues.
I'm not angry with you, I'm just confused why you are responding with confusing messages without reading/understanding the original posts.

When trying to buy SP in these circumstances there's an appropriate warning message:

Owning these items can be checked on the Steam store, in the library on the right and by RMB clicking on the product, and when trying to purchase it again, so it's extremely unlikely for anyone to do that.
Your problem is that you got the GOTY in a bundle (which includes all DLCs), but the Steam store does not recognize you own all the DLCs and tries suggestion you get the Season Pass.
This is actually a pretty common situation when buying game well after release. I have ran into it numerous times where I had to take five or ten minutes to figure out what content I was getting and not getting.
On top of that you also have to watch out because things you do not want get shoved into bundles and makes it more expensive than if you just got the few specific things. This is especially common with "digital extras" and music DLC.
So long story and lecture complete, the main this is you only need the GOTY and absolutely nothing else. Well except Creation Club points because that is a whole different sport.
Not sure why you'd worried about this. There is no bundle to complete. The game's full dlc release is on the GOTY edition.
Yet everyone goes straight to that irrelevant point.

If you look at the Franchise Bundle (like the OP is saying) it contains Fallout 4 GOTY and the Season Pass.
That is what the OP is complaining about.
In other words it is a useless item in the bundle.
..and yeah I get it, there is always bundle questions during every sale. People just assumed it was the normal issue rather than listen to what the OP was actually saying.
The publisher decides on that.
Thus, you'd have to contact Bethesda through other means, as most devs and publishers don't read the Steam user forums.
Contacting them publicly through Twitter, Facebook, etc. might work better, as it brings this issue to many more people and they most likely want to nip a potential sh*tstorm in the bud.
. . .to get everything *else* in the bundle, that's not FO4? For a big discount, presumably?
