If you go up to the top of your Steam library window and click HELP > SYSTEM INFORMATION, and post the whole list please. That will give info about driver dates and the like.
Did your game work with OR without mods before this point? If it did work before and now does not, something on your computer changed. It might be an OS update that changed your system's video card preferences, or Onedrive being reactivated and moving files around, or your firewall forgetting that it's not supposed to block Steam processes.
If you didn't have ANYTHING update, check to see whether one of your most recently installed mods is broken.

i have the unoffical patch, cheat terminal, mutant menagerie, multiple followers , daleks, a few weapon stand alones, america rising, armorsmith, script extender, armor key words, some fallout 76 power armor mods.
the game wont start properly even when the mods are off
Not a weapon debris issue. Weapon debris only causes issues once you have a game loaded up. It will never prevent the game from starting or crashing before that.
your graphics card driver is old but that one ran the game on my 3060ti card.
you have a number of mods. so the game ran fine vanilla BEFORE you added the mods?

you have an nvidia card. run geforce experience, optimize the game with that, then launch the game. maybe those graphics settings work better than what the game thinks you should have.
