1.10.40 (dated 2017) on Steam but on console it's higher like 1.10.163 from googling.

If your game is installed in anything other than English on PC, it has not been updated. In order to have your game fully updated. If you have an english install here, you have the most updated version of the game.

But the Steam update history is only 1.10.40, and you guys seem to answer differently. The fandom doesn't seem to get updated anymore.

It means the same edition. If you have installed the english language game on steam in the last 5 years, it IS updated fully.

Yes it is. If you go to the silverlock.org site for F4SE, they tell you straight up what that all means, it's not actually two different versions in any way, one of them I believe (I could be misremembering the details) is an internal number and the release number is slightly varied but not actually different code.
