Proper PC Setup For Gaming & For THIS Game.
This is the right setup:
1) Set monitor to 144hz, turn on Freesync or G-Sync, for whatever GPU you have.
2) Set Enhanced Sync (AMD), Fast Sync (NVIDIA) in drivers.
3) Set V-Sync to OFF in game options.
4) Cap FPS to 144 in drivers. (must have a cap & must match monitor frequency)
Step down in numbers if you encounter speeding in convos that you cannot handle.

My best guess is to cap FPS at 60 based on trying to run both FO4 and Skyrim (pretty much the same engine) at higher frame rates. FO4 is an old game. 144 might be too much ask.

Running FO4 now on a 144 capable monitor at 60 FPS cap with no issues.

Stop spreading misinfo across multiple threads. This is no tthe correct way to set up Gsync.
Don't enable fast sync with Gsync thats derpy AAF. And fps cap should be 3 or so below max refresh. This is so you avoid Gsync disengaging and Vsync taking over if you hit your max refresh. It does not have to match "monitor frequency".

Did you just discover Gsync recently? Very cute but stop giving bad tech advice.

Crating your own topic takes all the fun out laughing when you suggest 144mhz to people with a monitor under 144mhz without asking what their monitor is first.

In other words, if your monitor aint 144mhz or better this will do nothing for you.

I run Skyrim SE currently at 120hz/120FPS. As I do FO4, 0 problems.
