Wait for the GOTY to be in your price range, but definitely worth playing even vanilla no-dlc.
The main story is ... meh? But there are a lot of things even without the DLC that are quite fun, sidequests and exploration mostly. But if you want to start modding the game you may NEED the dlc to do so, since many good mods rely on textures and models or things like that found in the dlc and not main.
But like it has already been mentioned, you could always just get it all in one go anyways too.
Then no. It's currently on sale, just buy GOTY.... if you don't like it, you'll refund it with an hour and a half or whatever, no harm no foul.
But if you do, then you'll be set up to enjoy it for DECADES and I am not kidding, many people have over 1000 hours, some even 10000... once you start modding, it's not one game it's 20 games in one.
