The game is trying to make you aware that you need to go to Far Harbor. (Regardless of what level you are).
I got sent there when I was only level 6

It will not help with your current quest, but prevents them from being placed in Far Harbor or Nuka World.
I'm aware of mods that supposedly address this issue, but I don't use mods.
So, if I find myself going there before I should.. I toggle TGM and work through it.
(Yeah, I know. That's cheesy .. oh well. I still get a farm out of it.)
Even if it's unrelated quests like 'Cleansing the Commonwealth' where I have to clear Kitteridge Pass / 'Quartermastery' and recover something from Rayburn Point / 'Special Delivery' recover a package? Where they all point to the same place off map? If so, that's silly
So I guess I have to wait until that area is available?
they are pointing to the EXIT point from the Commonwealth to Far Harbor. Where the Nakano residence is. Not to individual points, because they're all completely off the Commonwealth map.
You can go up to the Nakano Residence and as you approach their house the quest series "Far from home" initiates by prompting you to talk with the Nakanos which eventually sends you to far harbor.
Even if any other quest sends you to Far Harbor, you won't be able to just go there without first talking to the Nakano's. But after that, then you can fast travel there (unless you're in survival mode).
One thing you can keep in mind, is once you get through the first phase in Far Harbor, instead of talking to Captain Avery as prompted, you can ignore that until you take care of the other pending quests there (such as the one you're currently tasked with). Once you're done with that, you can choose to hang around there and do more or you can head on back to the Commonwealth and get more things done before going back to start the next phase of quests in Far Harbor by talking with Captain Avery.
Honestly, you can go to Far Harbor anytime you want to, but it's just not advisable to head there at a beginner level, unless you toggle god mode OR if you like taking risks .. (in which case go for it and have fun).
What I find the most inconvenient is if I'm messing around Far Harbor and I get a notification that one of my settlements in the Commonwealth is under attack, it means I practically have to stop what I'm doing and fast travel back.
Just for info: A decent time to go that way would be after you hit level 20 at the lowest. But also, the less settlements you have to defend, the less of a risk you'll be called upon to stop what you're doing and head back to the Commonwealth.
