Before we do anything else, run the Fallout 4 Launcher, click on Options, and set the Graphics Quality you want to run. In my case, I chose "High". You want to do this now, as any changes in the Launcher could be subject to change the .ini files we are about to edit.
Open the fallout4prefs.ini, look for the following parameters, and if they don't match, make them match by changing the value.
bBorderless=0
bMaximizeWindow=0
bTopMostWindow=0
bFull Screen=1
iSize H=1080
iSize W=1920
3) These values simply make the game full-screen, and at the resolution you want. Full-Screen allows it to adjust to your displays aspect ratio, and changing the values in iSize H and iSize W to the resolution you want circumvents us from having to use the limited, gross options in the Fallout 4 Launcher.
It might help if you use Bethini[www.nexusmods.com] to set your options. It's better than using the game's launcher. Bethini can fix problems in your .ini files and set them to optimized defaults.
If you can't get it to work, try the High FPS Physics Fix[www.nexusmods.com]. It fixes some bugs and overrides how the game handles some display issues, such as windowed and fullscreen mode. You'll have to install the script extender to use that, though.
1) All Nvidia Cards must disable Weapon Debris in Launcher Options.
2) Integrated GPU must be disabled in Bios or Windows will decide NOT to use your RTX.
3) What vertical refresh frequency does your laptop default at ? May need to be addressed and a proper game setup profile.
