Report a translation problem
In my own game i can't and the only thing i can change on it is taking the legendary off (Which is entirely due to a mod for moving legendaries) Otherwise, i wouldn't be able to mod it at all, which is a shame.
A stun pack or a serrated edge would have made it a great Axe to carry about!
The end result is... the items are utterly useless, unless you play on easy mode and just RP the hell of your gameplay.
it doesn't have any mod slots, but it has mods... I have to fiddle with it just to see the mods. I once had it where I could see the requirements for installing the mods, and what the mods did, and they were awesome.
Is this some sort of un-used part of the game that bethesda backed out of, because these would be very useful aka "over powered".
Without these mods, the General Cho's sword at Trudy's Diner is a better melee weapon.
I don't have any melee weapons game mods installed.

Cut content? hmm.. There was a cut content restored mod, but i don't think it did anything for the Axe....
If you want to mod this weapon, play 76...
There IS however, some way of getting a 2nd Axe. I just archived and moved my grognax character but I ended my run with two of them. One is actually the legendary and the other is basically the same model but without the stagger and bleed damage. THAT one may be moddable vanilla but I don't bother as I have the real deal.
