As for other stats, that depends of your build, additional perception will be useless for melee, as a meager +1 strength won't do much for gun users. Charisma can be useful to get the speech checks I guess
enough perk points to max out my perk points from the the start . After having over 8000 hours in this , I've set my game up with other mods so it's more challenging fro me .
If I use a max Agility character, 10+ Bobblehead, build a pommel horse at a settlement and wear Military Fatigues.
AP sneak character... adds Lightweight mods to shadowed armor.
What he wants is a method to have 10 in the stat, boost it to 11 with the SPECIAL book (it can be done - the book looks at your current score, not your actual score when determining what abilities you can increase), and then 1 more from the bobblehead. A truly permanent score of 12.

As far as which one to increase with the book, it really depends on what you want to focus your character on.
EDIT2: I could swear that there's another way to get a reduced Agility for the use of the book but I can't recall what it is, ATM.
Since you can stack the effects of multiple drugs, maybe also the addiction debuffs get stacked.

but I just tested agility and endurance to get to 11 for the special.
Survival, fresh install, no mods. Agility doesn't seem to work, sadly. But good news. Endurance works like a charm. Tested at level 5 with one leftover point for perks, famished (end -4) applied the last point, read the book, ate all my food and look, it's 11.
Can't wait for the booble head. Will probably die to a bloatfly again, or random mines.
