why dont you let some accidents happen in that settlement.. some unfortunate ones..
that happens all the time in my settlements, that's how we work.. lol
so minutemen quest failed and those people tookover the place, just kill them.
THEN go back and add people if that what you want
The quest is to clear out and set up a beacon. The second you power up the beacon, the quest updates to talk to Preston.
EDIT:
In fact... you don't even need to have beds, food and water set up in those quests. Power up the beacon, turn it off real quick and/or store it away. A settler or two may show up, anyway but you can send them somewhere else.

Could it be possible since this quest was given to me at the same time he wanted to take the Castle the game is confused and it is in fact the Castle quest trying to fail? I haven't been there yet. I try to set up my routes in a nice, neat order and wasn't ready for the Castle just yet.

It fixes all quests given by Preston Garvey. Also, Marcie Long doesn't sass SS anymore. Works great.
