BTW, there is a mod that fixes all the problems with Rylee being hired. It works perfectly. Just remember to follow her outside as soon as she goes back outside after the argument. THEN talk to her and hire her. She will then always appear in your chosen settlement, never disappear, and happily staff your Lvl 4 Trading Emporium (if you assign it to her).

are you sure about that? maybe it works with "linked" settlements? with supply lines.. I'm not planning to set supply lines.
Yes, all linked settlements. I don't think 30 in one settlement is possible vanilla IIRC.
I can send settlers from one to another, with some clothings and chems i might get 20 charisma for a short period of time, and send them. But i might also link settlements temporarily, sounds eaiser :)
After meeting Theodore in the cannery you can go back outside and recruit Riley.
The problem is Riley is currently on a different script when you recruit her like that.
Completing the cannery quest puts Riley on the script where she become eligible to spawn at any of the Campsite encounter. So basically if you recruit her that, it reverts her script.
If you complete the quest then go find her at a campsite everything runs fine from there.
The "holding room" is the room where ALL random encounter NPCs are held. All NPCs not currently in sue will be in there (Doctor Anderson, Ness, Katie and Gus, etc.)
It is NOT recommended to visit that room because the developers trolled anyone using the room via console. Ness is hostile to ALL the NPCs and has protected status, which only occurs if the player is present. All the other NPCs do not have protected status. So by visiting via console can cause Ness to kill them all.

However, as an area that exists mainly for developer use, I agree that it is a good idea to avoid going there unless you have a good reason to be directly checking on those NPCS. I suppose you could toggle the AI off before teleporting in if you really needed to do it.
anyways, thanks for the details and helps. I fixed barney rook's quest recently, it was a complete mess with no known solution.. but rylee was easy. she was just sitting in a cell with a milking machine :D ngl, i found it pretty kinky, loL
Probably afraid people would pop in and recruit them from the cell instead of waiting till they meet them in a random encounter.
I agree as there are actually some developer cells (like the one we can loot nearly everything found in game) where we can literally break the game by looting something that is supposed be gotten during a quest or as part of the quest resulting in the quest becoming bugged because we already have it.
Exactly and looting that password from that room does exactly the same thing only in the room we get access to a lot more that will do that to the quests they are related to.
So basically unless someone just wants to fool around in an unimportant game they do not plan on playing all the way through best to avoid the developer cells.
She was at the Castle, I just paid one of my regular visits, it was nighttime, waited for the morning slept some and she didn't show up. Then I noticed settler count decreased by 1..
I checked her holdingcell, she wasnt there either.
She is officially missing. What the hell
