here is Bethesdas statement on the subject THIS IS NOT from a trendie as one individual keeps spouting. Remember if we do not manually edit the ini file to change ipresentinterval it is either set to 1 for 60hz or less monitors or 2 for 120hz or higher monitors.

Ipresentinterval 0 ; to unlock the fps breaking the game unless its locked to 60fps by gpu software.
ipresentinterval 1 ; to set the fps to equal the monitor verticle hz
Ipresentinterval 2 ; to set the fps to half the monitor verticle hz.
As stated this setting is auto set by the game unless we manually change it in the ini files and if the game is not locked to 60fps script timing, physics, and a lot of other things will be messed up dialogue being out of sync is just one of the symptoms.
as far i know it has only 0=off (what it shoud be normaly when you are cleaver and changed it to that) or 1=on (what means the games twisted sense of internal vsync and fps throttle to hold the engine alive is set in action. default after you installed the game or erased the config files)
what shoud 2 be? megaon?
for the inital qustion: even your 82 is boarderline to fast, the engine is trimmed to work with 60fps max, because ALL in the game is hooked to the fps
I had for a short time a TUF Gaming laptop with 120 Hz monitor that insisted on capping the game at 40. Untill i figutred out the correct settings in my Nvidia Program tabs.
My current rig is a 144 Hz monitor and the default after install is 72 FPS. I have not had many issues with running at 72. Remember some freeze locks on entering PA out in terrain.
No matter what rig you have it is wise to manually set the FPS cap to 60, and this is done in your GPU Software menus.
based on the linked bethesda support page https://help.bethesda.net/#en/answer/31653 it has the 3 options 0, 1, 2 afterall in 2012 most monitors were either 60hz or 120hz and half of 120hz was 60 so thats how they set up the game when creating it.
of coarse the core of the engine was created over a decade before that for the earlier tes games they just kept expanding the script language (commands) and the graphics quality while keeping the physics and script timing tied to the framerate. Thus the issues when exceeding 60fps.
When I tested it unlocked (the zero setting uncapped) menu choices went past to fast to select I just bounced off terminals when trying to activate them the dialogue was way out of sync and the lockpick mini game was instantly breaking bobby pins with no chance of even opening anything.
As well as the slightest bump of a car was an instant explosion
165 hz monitor which is completely unlocked. I have many older titles that run at full 165. also have iPresentInterval=1 in the settings. I've had this issue with fallout 4 before I just can't remember how i fixed it.
