Didn't the Skyrim Special Edition and Anniversary Edition fix stuff as well as add stuff? Those were years later IIRC. I might be wrong about whether they included fixes or not though, so maybe they didn't.
go into your console, type
getstage [that ID]
it'll tell you what stage you're on. find what stage completes it. in the console again,
setstage [that ID] [the right number to succeed]
... done. Or leave them hanging until you go to the other places.
Though this IS certainly a bit on the buggy side the game is just doing what it knows how to do. But I will say that this worked *tremendously* in my favor my last game, when Preston gave me a mission to clear a settlement and set it up - in Far Harbor - at level 10 or 12.
60 levels later, I realized I had left that hanging AND HE HAD NOT GIVEN ME A SINGLE SETTLEMENT RADIANT since then until I cleared it.
So... silver lining.
