Report a translation problem
Almost every time I have seen someone claim this, it turns out to be one of their mods causing the issue. Mods often have undocumented features/bugs/changes. Even if the change was unintended, it can likely be a mod causing the issue.
In this case, however, the vault elevator door not opening is a known bug. It isn't a mod issue. From the wiki:
Wait a few mins after you took pipboy for the first time, then hit the button.
if you mean the "vault door" then i wrote it above ^^
First with the same save file, then with a completely new game.
Then try the all of that, but also remove all CC mods.
It has to work, i lived and tried it myself. It is even written like that in bethesda support page. You probably did "something" after you took the pipboy, or you didnt wait long enough.
grab the pipboy and close it, just wait. dont do anything to interfere. go get yourself a coffe, come back later. time you need to wait depends on your mod count and your computer power.. lots of scripts need to initialize.. papirus vm is an ancient tech :P
