Anything you might have heard are nothing more than unsubstantiated rumors and pure speculation. What they have however revealed is that they've upgraded their engine and it's called "Creation Engine 2" which is the largest overhaul since t.E.S. Oblivion and supposedly this new engine brings new renders, lighting, animations, landscape system and photogrammetry. That may or may not suggest they'll implement VR or not. Although I sincerely hope they won't make it VR exclusively and that they won't repeat the mistakes of Fallout 76 by including multiplayer among other things.
And to answer your last question, yes The Elder Scrolls franchise has possibly a larger fan base than Fallout does. Just to point out that Skyrim is just one game in the series and they're currently working on the 6th instalment of the franchise, not including the Elder Scrolls online.
You don't even have to involve yourself in settlements if you don't want to. As for Todd Howards vision, I wouldn't be surprised to hear him announce his retirement before Fallout 5 maybe even ES 6 is released. He has been at it a long time, of course I think he really enjoys it so it might be a kicking and screaming situation when it does happen.
No, because there hasn't been any word. There won't be a forum for it until Bethesda puts one here in Steam. it doesn't show up magically. hell does even 76 have one?
good christ I hope not. They aren't very good anyway, and VR won't make them the money that a plain and simple playable-by-everyone-with-a-computer game will.

oh HELL NO on this though. I don't want someone else's garbage settlement I want to make my own, whole, from the ground up. If you want to use settlement transfers that's fine, but I don't want them in the vanilla game in any way.
I'd prefer they actually hire real people and do real work on their own game instead of leeching off the incredible talents that are available. Hire them, yes. Absolutely. But make their own, instead of the utter garbage cop-out that was 76's stuff. Half of it I recognized from mods. no sign that they paid for that stuff.
Skyrim's fans will do what they do. Fallout's fans will do what we do. Can be both, but highly unlikely. They're both absolutely cash cows. Whatever they wind up doing on the fantasy side I won't bother with, nor with their space game until it's like 20 bucks on sale and provably runs on my machine.
I like both games. Most of the people I know have played and enjoyed both games, I don't see it as unlikely for that to be the case. I am also looking forward to Starfield, particularly the potential it has for the community to mod it.
